Instructions
- Place ground beef, chopped onions, and chopped bell pepper in a skillet.
- Brown the mixture over medium heat.
- Drain excess fat from the skillet.
- Add 1/2 teaspoon salt, chili powder, and black pepper to the meat mixture.
- Cover the bottom of a casserole dish with thinly sliced potatoes.
- Sprinkle rice evenly over the potatoes and add 1/2 teaspoon salt.
- Spread the cooked meat mixture over the rice layer.
- Pour the canned tomatoes evenly over the meat mixture.
- Mix catsup and water together.
- Pour the catsup and water mixture over the top of the casserole.
- Bake in a 350°F oven for 45 minutes until cooked through and bubbly.
