- Saute the ground beef in a skillet until browned.
- Drain excess fat from the skillet.
- Add cooked rice and dry onion soup mix to the beef, stirring well.
- Slice the cabbage into large pieces and place in a baking dish or casserole.
- Spread the beef mixture over the cabbage.
- Mix the tomato soup and water together.
- Pour the tomato mixture over the beef and cabbage.
- Cover the dish and bake at 350°F for 1 hour.
