- Combine boiling water and cocoa; let cool.
- Sift together cake flour, sugar, soda, and salt.
- Make a well in the dry ingredients; add salad oil, egg yolks, cocoa mixture, and vanilla.
- Beat until smooth.
- In a large bowl, beat egg whites and cream of tartar until very stiff.
- Gradually pour the egg yolk mixture over the beaten whites, gently folding with a rubber scraper until blended.
- Pour the batter into an ungreased 10-inch tube pan.
- Bake at 325°F (163°C) for 70 minutes.
- Invert the pan on a funnel and hang until cool.
