Instructions

  1. Preheat oven to 350°F.
  2. In a small bowl, soak saffron threads in boiling water for 10 minutes.
  3. Meanwhile, in a heavy saucepan, bring 2 cups of water to a boil.
  4. Add washed rice and salt to the boiling water, cook uncovered for 10 minutes.
  5. Strain the rice and set aside.

  11. Heat remaining 1/4 cup oil and in a 4-quart casserole, stir in fennel seed and cooked rice until coated.
  12. Spread one-third of the rice mixture on the bottom of the casserole.
  13. Layer half of the saffron mixture and half of the lamb mixture over the rice.
  14. Add the remaining rice over the lamb layer.
  15. Add the rest of the saffron mixture on top.
  16. Pour in chicken stock into the casserole and bring to a boil over high heat.
  17. Cover the casserole with foil, fold down, then place the lid on top.
  18. Bake in the middle of the oven for 25 minutes, or until rice is tender and liquid is absorbed.
  19. Fluff the rice with a fork and serve directly from the casserole or on a platter.
