- In a small skillet, heat oil; add pepper and cook, stirring often for 5 minutes.
- Reduce heat to low, add cumin and chili powder and cook 2 minutes, stirring constantly.
- Add beans and salsa, cover and simmer 5 minutes.
- Serve over hot, baked potatoes.
- Top with cheese and onion.
