- Heat water and beans to boiling in a 2-quart saucepan.
- Boil uncovered for 2 minutes, then reduce heat to simmer.

- Stir in chopped parsley, white wine vinegar, lemon peel, red pepper sauce, sliced green onions, and chopped green bell pepper.
- Cook and stir until mixture is hot.
