  2. Add the sliced scallions as the next layer, followed by the sliced celery.
  3. In a bowl, mix mayonnaise with garlic powder, sugar, lemon juice, salt, and pepper.
  4. Spread the mayonnaise mixture evenly over the layered vegetables.
  5. Sprinkle bacon bits on top of the salad before serving.
