  3. Gradually add 5 cups water, cook, stirring, until the mixture thickens and boils.
  4. Add remaining ingredients except chopped chives.
  5. Cover and simmer for 45 minutes or until potatoes are tender.
  6. Garnish with chopped chives before serving.
