- Lightly grease a 13 x 9-inch pan.
- In a large bowl, combine 2 cups of the flour with 1/2 cup confectioners sugar.
- Cut in 1 cup butter until crumbly.

- Bake for 15 to 20 minutes or until lightly browned.
- In a separate large bowl, beat 4 eggs until foamy.
- Add the remaining 1/2 cup flour, 1 1/2 cups sugar, 1/3 cup lemon juice, 1 tablespoon lemon peel, and 1 teaspoon baking powder to the eggs and mix well.
- Pour the lemon mixture over the baked crust.
- Bake for an additional 25 to 30 minutes or until the lemon topping is set and lightly browned.
- Cool completely on a wire rack.
- Dust the cooled bars with confectioners sugar.
