- Chop the cabbage into medium pieces and spread it on the bottom of a 13 x 9 x 2-inch baking dish.
- Brown the ground beef in a skillet; stir in chopped onion, uncooked rice, salt, and pepper, then pour the mixture over the cabbage.
- In a small saucepan, heat the tomato soup and water until boiling, then pour over all the ingredients in the baking dish.
- Sprinkle grated sharp cheese over the top and cover the dish with foil.
- Bake at 350°F (175°C) for 1 1/2 hours or until the cabbage is soft.
