- Combine beef, onion, bread, 1/2 cup of the water, 1/2 teaspoon of the salt, pepper, and nutmeg in a large bowl; mix well.
- Shape into 4 loaves.
- Cook loaves in hot oil in a large skillet until browned.
- Stir in mushroom gravy and wine.
- Reduce heat, cover, and simmer for 15 minutes or until cooked through.
- Meanwhile, bring remaining water and salt to a boil.
- Stir in rice and parsley; cover and remove from heat.
- Let stand for 5 minutes.
- Fluff rice with a fork.
- Serve rice with beef loaves and gravy.
