- In a Dutch oven, stir the condensed tomato soup, condensed cream of mushroom soup, and water until smooth.
- Add the beef stew meat and bay leaves.
- Cover and bake at 325°F for 1 hour and 30 minutes.
- Stir in the peeled potatoes, sliced carrots, halved mushrooms, and tapioca.
- Cover and bake for an additional hour, or until the meat and vegetables are tender.
- Remove the bay leaves before serving.
