- Drain the liquid from the salmon into a measuring cup and add milk to make 1/2 cup of liquid.
- Melt butter in a skillet and stir in flour to create a thickened mixture.
- Add the milk and minced onion to the butter-flour mixture, stirring well.
- Mix the sauce into the drained salmon until combined.
- Shape the salmon mixture into haystacks of desired height (3 inches for dinner, 1 1/2 inches for hors d'oeuvres).
- Roll each haystack in coarse corn flake crumbs.
- Place on a baking sheet and bake at 350°F for 20 minutes until golden and heated through.
