- Brown the meat in a heavy pot; drain off excess fat and add 3/4 cup water. Cover and simmer for 1 hour.
- Remove the meat from the pot and cut it into 1/2-inch slices. Return the sliced meat to the pot.
- In another pan, bring 3/4 cup water to a boil and add remaining ingredients: vinegar, salt, ground pepper, brown sugar, ground cloves, allspice, ground ginger, chopped onion, and bay leaf. Cook until flavors meld.
- Adjust seasonings to taste.
- Pour the seasoned mixture over the meat in the pot. Cover and simmer until the meat is fork-tender, about 1 1/2 hours.
- Add water if necessary during cooking to keep moist.
- Thicken the sauce with a flour and water mixture off the heat. Return to simmer and cook until the flour is fully cooked, stirring often.
- Serve the Sauerbraten over rice.
