- In a large bowl, mix the flour, brown sugar, salt, cinnamon, sugar, and oil.
- Remove 3/4 cup of the crumbly mixture to use as topping.
- Add the baking powder, baking soda, egg, and milk to the remaining mixture and stir until combined.
- Pour the batter into a greased 13 x 9-inch cake pan.
- Sprinkle the reserved crumb mixture evenly over the top of the batter.
- Bake at 350°F (175°C) for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
