- Mix the remaining salt and pepper with the flour.
- Dredge the beef roast in the flour mixture on both sides.
- Melt the fat in a roaster or iron skillet.
- Sear the roast until medium brown on both sides to lock in juices.
- Turn the heat down to low or medium-low.
- Add 2 cups of hot water to the pan.
- Add the chopped onions and cook covered for 1 hour.
- Add the tomatoes and salt to taste, then simmer for 1 hour.
