- Rinse chicken breasts, removing any loose fat, and lay flat.
- Sprinkle seasoned pepper, garlic powder, and crushed parsley on one side of each chicken breast.
- Place the chicken breasts in a skillet with the seasoned side up.
- Pour soy sauce over the chicken, then add water around the chicken in the skillet.
- Cover the skillet with a lid and steam the chicken for approximately 5 to 7 minutes per side, turning twice.
- Remove the lid and cook further until most of the liquid has evaporated and the chicken is done (total cooking time approximately 20 to 30 minutes).
