- Heat oil in a large skillet.
- Add rice and chili powder; stir until rice is clear.
- Add chopped onion and cook until they turn clear.
- Turn burner to medium heat.
- Add tomato sauce and 1 can of water; stir well.
- Drain the Ro-Tel tomatoes and green chilies.
- Add the drained tomatoes and chilies to the rice mixture.
- Add chopped jalapeno and all spices; stir in thoroughly.
- Reduce heat to a simmer.
- Add water occasionally to keep moist.
- Do not let the sauce dry out; simmer for 25 to 35 minutes or until rice is soft.
- Let set for 10 minutes before serving.
