- Drain fish, reserving 1/4 cup liquid.
- Put fish into a bowl and break apart.
- Add flour and slightly beaten egg to the fish.
- Mix well.
- Add baking powder to the reserved liquid and beat with a fork until foamy.
- Pour the foamy liquid into the fish mixture.
- Mix well.
- Drop teaspoonfuls of the mixture into hot oil and cook until brown.
