- Combine 1 1/2 cups flour, oats, brown sugar, and salt in a bowl.
- Add butter, mixing until crumbly.
- Reserve 3/4 cup of the mixture for topping.
- Press the remaining mixture into the bottom of a greased 9 x 13-inch pan.
- Bake at 375°F for 10 minutes.
- Remove from oven and sprinkle chocolate chips and chopped pecans over the warm crust.
- Pour caramel ice cream topping evenly over the chocolate and pecans.
- Sprinkle the reserved crumb mixture over the top.
- Bake again at 375°F for an additional 10 minutes until bubbly and golden.
- Allow to cool before cutting into bars.
