- Preheat oven to 375°F (190°C).
- Combine self-rising flour, Lipton onion soup mix, garlic powder, black pepper, and salt by shaking well in a brown paper bag, coating the inside as well.
- Lay a 13 x 9 x 2-inch baking dish or roasting pan and distribute the flour mixture over the bottom inside the bag.
- Place the prepared, cleaned, and trimmed meat in the bag, turning to coat with the flour mixture.
- Hold the bag opening up from the pan and add water (use less water for smaller roasts).
- Tie and slit the top of the bag.
- Cook in the oven for 2 to 3 hours, until the meat is tender.
- Slice the roast and stir to make gravy before serving.
