- Grease the bottom only of the pan.
- Beat egg whites and cream of tartar until soft mounds form.
- Gradually add 1 cup sugar, beating until stiff peaks form.
- Set aside the meringue mixture.
- Combine flour, 1 cup sugar, baking powder, and salt in a bowl; mix well.
- Add vanilla and hot milk to the dry ingredients and blend at low speed until moistened.
- Beat for 2 minutes at medium speed.
- Gently fold the egg whites into the batter by hand until well combined.
- Pour the batter into the prepared pan.
- Bake at 350°F (175°C) for 30 to 35 minutes, or until the top springs back.
- Allow to cool.
- Frost and drizzle with chocolate glaze.
- Cut into squares and serve.
