- Trim off fat from the beef and cut it into 2 x 1/2-inch strips.
- Combine 1/2 teaspoon salt, pepper, and 2 tablespoons of flour; rub into the beef pieces.
- Heat oil in a heavy Dutch oven and quickly brown the beef strips; remove from the pan and set aside.
- In the same pan, brown 2 tablespoons of flour in the drippings.
- Gradually stir in 2 cups of water, then add 1/2 teaspoon salt, lemon pepper, catsup, and Worcestershire sauce.
- Return the beef to the pan, cover, and simmer over low heat for 1 1/2 to 2 hours.
- Cook spaghetti according to package instructions.
- Serve the beef and sauce over cooked spaghetti and top with grated cheese.
