- Cook sausage, chopped onion, and green pepper until done.
- Add black beans, salsa, jalapenos, chili powder, and cayenne; simmer for 10 minutes.
- Place 1/2 cup of the mixture into the bottom of a pie crust, sprinkle with cheese, and top with a tortilla.
- Repeat layering twice more, resulting in three layers in total.
- Top with the second pie crust; cut slits in the top crust.
- Bake at 350°F for 40 to 50 minutes until golden and bubbly.
