- Combine the flour, melted butter, oatmeal, brown sugar, and baking soda together.
- Press three-quarters of the mixture into a 13 x 9-inch pan.
- Bake for 10 minutes at 350°F (175°C).
- Remove from oven and sprinkle chocolate chips evenly over the baked crust.
- Combine 6 tablespoons of flour with the caramel topping and pour over the chocolate chips.
- Sprinkle the remaining one-quarter of the oatmeal mixture on top of the caramel layer.
- Bake for an additional 15 minutes at 350°F (175°C).
- Cool completely before cutting into bars.
