- Combine flour, salt, soda, brown sugar, and oatmeal in a bowl.

- Reserve 1 cup of the mixture and press the remaining into the bottom of an 8-inch square pan.
- Bake at 350°F for 10 minutes.
- Combine caramel and cream in a double boiler.
- Cook over hot water until melted and smooth.
- Blend in 2 tablespoons of flour into the caramel mixture.
- Spread the caramel over the baked crust carefully.
- Sprinkle with chocolate chips, then top with the reserved crumb mixture.
- Bake at 350°F for an additional 12-15 minutes or until lightly browned.
