Ingredients

  • 1 cup flour
  • 1/4 teaspoon salt
  • 1/4 teaspoon baking soda
  • 1/2 cup packed brown sugar
  • 3/4 cup quick cooking oatmeal
  • 1/2 cup butter
  • 24 light colored caramels
  • 2 tablespoons cream
  • 2 tablespoons flour

Instructions

  1. Combine flour, salt, soda, brown sugar, and oatmeal in a bowl.
  2. Cut in butter until the mixture resembles fine particles.
  3. Reserve 1 cup of the mixture and press the remaining into the bottom of an 8-inch square pan.
  4. Bake at 350°F for 10 minutes.
  5. Combine caramel and cream in a double boiler.
  6. Cook over hot water until melted and smooth.
  7. Blend in 2 tablespoons of flour into the caramel mixture.
  8. Spread the caramel over the baked crust carefully.
  9. Sprinkle with chocolate chips, then top with the reserved crumb mixture.
  10. Bake at 350°F for an additional 12-15 minutes or until lightly browned.
