- Prepare cupcake batter by mixing water, vinegar, vegetable oil, vanilla, flour, sugar, and cocoa powder.
- Line muffin tin with paper liners and pour half of the batter into each liner.
- Add a spoonful of the cream cheese mixture on top of the batter in each liner.
- Top with remaining batter to cover the cream cheese layer.
- Bake in a preheated oven at 350°F (175°C) for about 15 minutes or until a toothpick inserted into the cake part comes out clean.
- Allow to cool before removing from the pan.
