- Cut the beef into 1-inch cubes.
- Blend flour, salt, and pepper; set aside.
- Bring 1/4 cup water to a boil in a large pot.
- Coat the meat with the flour mixture.
- Add the coated meat to the boiling water and cook on each side until it develops a gray look and browns slightly.
- Add Worcestershire sauce, 1 1/2 cups water, and stewed tomatoes to the pot.
- Cover the pot and cook until the meat is tender, about 1 1/2 hours.
- Cut celery, onions, carrots, and green pepper into pieces.
- Add the vegetables and quartered potatoes to the pot.
- Cook until everything is tender, about 1 hour.
