- Heat oven to 350°F (175°C).
- In a medium saucepan, combine chocolate chips and butter or margarine.
- Cook and stir over very low heat until chips are melted and smooth.
- Add sweetened condensed milk; mix well.
- In a medium bowl, combine flour, chopped nuts, chocolate mixture, and vanilla; mix thoroughly.
- Shape approximately 1 tablespoonful of dough around each candy kiss using a measuring spoon.
- Place the shaped cookies 1 inch apart on an ungreased cookie sheet.
- Bake for 6 to 8 minutes until cookies are soft and shiny but will become firm as they cool.
- Remove from cookie sheets; cool.
- Drizzle with icing if desired.
