- Combine oats, flour, and brown sugar in a bowl.
- Add butter and mix until crumbly.
- Stir in pecans.
- Set aside 1 1/2 cups of the crumb mixture for topping.
- Press the remaining crumb mixture into a greased 13 x 9 x 2-inch baking pan.
- In a saucepan, combine condensed milk, chocolate chips, and shortening.
- Cook and stir over low heat until the chocolate chips are melted and the mixture is smooth.
- Spread the chocolate mixture over the crust in the baking pan.
- Sprinkle the reserved crumb mixture over the chocolate layer.
- Top with M&M's.
- Bake at 350°F for 20-25 minutes.
