  1. Combine cornstarch, sugar, red pepper flakes, and water in a small bowl; mix well and set aside.
  2. Cut flowerets off the broccoli spears and slice the spears into 1/4-inch diagonal pieces.
  3. Set broccoli flowerets and slices aside.
