  2. Add minced garlic, salt, pepper, sugar, tomatoes, and tomato sauce to the beef.
  3. Cook and simmer the mixture for 15 minutes. Add chopped green onions, including green tips.
  4. Blend the cream cheese and sour cream until smooth.
  5. Add the blended cream mixture to the beef mixture.
  6. Add cooked noodles and top with grated Parmesan cheese before serving.
