- Grease a 9 x 13-inch cake pan.
- In a small bowl, stir together sweetened condensed milk and lemon juice until blended. Add lemon rind if desired. Set mixture aside.
- In a medium bowl, beat together softened butter and brown sugar until creamy.
- In a separate bowl, combine all-purpose flour, baking powder, and quick-cooking oatmeal.
- Add the flour mixture to the lemon mixture, stirring until well blended. The mixture will be crumbly.
- Spread half of the oat mixture in the prepared pan, pressing down firmly.
- Pour the lemon mixture over the oat layer.
- Sprinkle the remaining oat mixture evenly over the lemon filling.
- Bake at 350°F (175°C) for about 25 minutes, or until edges are golden brown.
- Allow to cool on a rack for 15 minutes.
- Chill in the refrigerator before cutting into bars.
