- Brown the diced onion and ground beef in oil and set aside.
- Combine water and chili powder and set aside.
- Heat 3 tablespoons of oil in a pan and add flour, stirring until browned.
- Slowly add the chili powder mixture to the flour mixture, stirring until thickened.
- Add tomato sauce, salt, and pepper, then simmer for about 5 minutes.
- Soften tortillas by dipping in hot oil, then quickly remove and drain.
- Place some of the cooked meat in each tortilla, add cheese, and roll them up.
- Arrange the rolled tortillas seam side down in a baking dish.
- Cover with tomato sauce, remaining meat, cheese, and grated onion.
- Bake at 350°F for 30 minutes until bubbly and heated through.
