- In a kettle, heat oil.
- Add carrots, onion, and celery and fry until just beginning to brown, stirring occasionally.
- Pour in water and add bay leaf.
- Season lightly with salt and pepper.
- Cover and simmer for 15 to 20 minutes.
- Add potatoes and cauliflower.
- Cook for 20 minutes longer or until potatoes are almost tender.
- Add the garlic and parsley and simmer for 10 more minutes.
- Remove bay leaf and taste for seasoning.
- Sprinkle grated Parmesan cheese just before serving.
