  2. Mix lightly and let stand at room temperature for 30 to 45 minutes.
  3. Meanwhile, place flour, cocoa, dry milk, soda, baking powder, salt, and sugar in a mixer bowl and mix at low speed for 30 seconds to blend.
  4. Add the bran mixture to the flour mixture and beat at medium speed only to blend well.
  5. Stir in mini chocolate chips.
  6. Drop by level tablespoons onto cookie sheets that have been sprayed with pan spray or lined with foil.
  7. Bake at 350°F for 10 minutes or until almost firm.
  8. Remove the cookies from the sheet onto wire racks to cool.
