- Combine brown sugar, flour, melted butter, and ground cinnamon, mixing until crumbly. Set aside.
- In a medium mixing bowl, stir together flour, quick cooking oats, chopped pecans, sugar, grated orange rind, baking powder, and salt.
- Make a well in the center of the dry ingredients.
- In a separate bowl, combine orange juice, milk, vegetable oil, and egg.
- Pour the wet ingredients into the well of the dry ingredients and stir just until moistened.
- Spoon the batter into greased muffin pans, filling each about 3/4 full.
- Sprinkle the cinnamon mixture evenly over the tops of the muffins.
- Bake at 425°F (220°C) for 15 minutes or until golden brown.
