- Combine ground beef, evaporated milk, chopped onion, chopped green pepper, salt, seasoned pepper, chili powder, and flour in a large skillet.
- Cook over medium heat until the beef is browned, stirring occasionally.
- Add tomato sauce, drained chili beans, and drained olives to the skillet.
- Mix well to combine all ingredients.
- Cover the bottom of a 1 1/2-quart casserole with 1 cup of corn chips.
- Pour the meat mixture over the corn chips in the casserole.
- Top with the remaining corn chips.
- Bake at 350°F (175°C) for 35 to 40 minutes until heated through and bubbly.
