  5. Add onions, carrots, and potatoes to the Dutch oven.
  6. Cover and continue simmering for 1 hour or until the meat and vegetables are tender.
  7. Remove the meat and vegetables from the Dutch oven.
  8. Mix flour with water to make a slurry, then add it to the cooking stock.
  9. Stir constantly until the sauce thickens.
  10. Serve the meat with vegetables and the thickened sauce.
