- Cut the cabbage into 8 wedges.
- Boil the cabbage wedges in salted water until tender, then drain well and place in a baking dish.
- Cook chopped bell peppers and onions in a pan until tender.
- Add salt, pepper, and flour to the cooked vegetables, then gradually stir in milk and cook until thickened.
- Pour the sauce over the cabbage wedges.
- Bake uncovered at 375°F for 20 minutes.
- Remove from oven and spread the cheese, mayonnaise, and chili sauce mixture over the cabbage.
