  4. Stir the flour-water mixture into the beef mixture.

  6. Pour the beef mixture into a 13 x 9 x 2-inch baking dish.
  7. In a bowl, mix Bisquick, 2 tablespoons cornmeal, and milk until a soft dough forms.
