- Brown the ground chuck in a skillet over medium heat.
- Drain excess fat from the cooked beef.
- Add taco seasoning, refried beans, and water to the beef.
- Simmer the mixture for 15 minutes, stirring occasionally.
- Heat oil in a deep fryer or large pot until hot.
- Carefully drop a tortilla shell into the hot oil and fry until it curls up and turns light brown.
- Use a clean, emptied one-pound coffee can to hold the shell upright while frying.
- Drain the fried shell on paper towels and set aside.
- Repeat frying with remaining shells and drain on paper towels.
- Prepare cheese sauce by blending cheese mix with milk and stirring over medium heat for 7 minutes until thick.
- Fill each fried shell half full of chopped lettuce.
- Top with the seasoned beef mixture.
- Pour cheese sauce over the meat and garnish with chopped green onions.
