- Preheat oven to 325°F.
- In a shallow bowl, blend the flour, salt, and pepper. Dredge the veal in the mixture.
- Heat 3 tablespoons of olive oil over medium-high heat for 1 minute.
- Add the veal and brown on all sides, about 5 to 7 minutes.
- Transfer the veal to a casserole dish.
- Add the remaining oil, chopped onion, and minced garlic to the skillet.
- Saute, stirring over medium heat, until the onion is soft, about 5 minutes.
- Add white wine, water, tomato paste, thyme, tarragon, and orange peel. Bring to a boil over medium-high heat.
- Pour the mixture over the veal in the casserole.
- Cover and bake for 2 hours.
- Add the sliced mushrooms.
- Re-cover and bake for an additional 30 minutes.
