- Preheat the oven and butter a casserole dish.
- Place half of the ground beef in the bottom of the casserole dish.
- Layer 1/2 cup of celery, then 1/2 cup of sliced raw onions, followed by 1/2 cup of sliced carrots.
- Add 1 cup of raw potatoes and sprinkle 3 tablespoons of raw rice over the layers.
- Add some butter, salt, and pepper on top of this layer.
- Repeat the layering with the remaining ingredients: ground beef, vegetables, potatoes, and rice.
- Pour the can of tomato soup evenly over the layered casserole.
- Bake in a slow oven at 300°F (150°C) for approximately 3 hours until cooked through and bubbly.
