- In a large bowl, mix ground beef, eggs, diced onion, bell pepper, salt, black pepper, tomato paste, and mustard.
- Add oats and mix well. Place the mixture into a 9 x 13-inch baking pan.
- Pat down to 1-inch thickness, leaving at least 2 inches on the sides for the potatoes.
- Arrange sliced potatoes on top of the meat mixture.
- Pour juice from canned tomatoes over the meat and potatoes.
- Bake in an oven preheated to 350°F (175°C) until cooked through, about 45 minutes.
