- Preheat oven to 400°F.
- Grease a 10-inch by 1 1/2-inch pie plate.
- Cook and stir ground beef until browned.
- Drain the grease from the beef.
- Stir in oregano, dried basil, tomato paste, and 1/2 cup of mozzarella cheese.
- Layer the beef mixture, cottage cheese, and Parmesan cheese in the pie plate.
- In a separate bowl, beat eggs, add milk, then add Bisquick, salt, and pepper. Beat until well blended.
- Pour the egg mixture over the layers in the pie plate.
- Bake for 30 to 35 minutes until the top is browned.
- Sprinkle remaining mozzarella cheese over the top and let cool for 5 minutes before serving.
