- Brown the ground beef in a hot 2-quart saucepan, turning carefully as needed to brown on all sides. Keep the meat in chunks.
- Drain the fat from the beef.
- Add water, sliced onion, chopped celery, bay leaf, whole cloves, salt, and pepper to the beef.
- Bring to boiling point, then reduce heat and cook slowly for 30 minutes.
- Add sliced potatoes, shredded carrots, and chopped parsley to the soup.
- Cook until the potatoes are tender, about 15 minutes.
- Remove the bay leaf and cloves before serving.
