- Mix flour, salt, and pepper in a small bowl.
- Sprinkle half of the flour mixture on one side of the beef steak and pound it in.
- Turn the beef and sprinkle with the remaining flour mixture, then pound it in on the other side.
- Heat oil in a large skillet over medium heat.
- Add the coated beef and brown on both sides.
- Add garlic and cook for 1 minute.
- Pour water into the skillet, scraping up any browned bits.
- Add olives, carrots, and onions to the skillet.
- Bring to a simmer, cover, and cook for about 45-60 minutes until beef is tender.
- Garnish with snipped parsley before serving.
