- Brown garlic in margarine; remove and discard.
- Brown onions, then transfer them to a casserole.
- Brown carrots and add them to the casserole.
- Dust beef stew meat with flour, pepper, and salt, then brown the meat.
- Return all ingredients to the skillet, add red wine, undiluted consomme, and bay leaf.
- Mix all ingredients well and transfer to the casserole.
- Cover and simmer in a 350°F oven for about 4 hours.
- Stir occasionally to prevent top from over-browning.
- Check the sauce; if it is drying out, cautiously add more liquid to thicken properly.
