- Place flour, salt, and pepper in a bag; shake to mix.

- Empty all including extra flour into hot oil and add chopped onion; brown well.
- Add minced parsley, chopped carrot, and thyme; cook briefly.
- Add water; cover and cook over low heat for 1 1/2 hours, stirring as needed.
- Add diced potatoes, carrots, and onions; cook for 30 minutes longer.
- Add frozen peas and continue cooking for about 15 minutes.
